Strategy skills v1.4.1 and a trends research skill

The waldo-strategy skill package was refreshed across all five existing skills and eleven commands, and a sixth skill shipped: trends-research, which routes velocity and what-is-trending questions to the right Waldo tools. A new trend-radar command comes with it.
Claude and ChatGPT carry the same package, so both surfaces run all six skills.
